Last week, Donald Trump ordered firms to stop doing business with TikTok within 45 days – due to security concerns.
The Trump administration claims that the Chinese government has access to information from TikTok users, which the firm has repeatedly denied.
Technology giant Microsoft is the first company to be interested in buying TikTok but now Twitter has emerged as a potential seeker.
But it remains unclear whether Twitter can buy TikTok from its Chinese owners and can make a deal within 45 days, according to sources quoted in the Wall Street Journal.
The value of TikTok operations in the US is unclear, but estimates put it at tens of billions of dollars.
Experts believe a possible deal on Twitter will face less regulatory scrutiny than that of Microsoft.
A Twitter spokesman declined to comment on a possible deal while TikTok did not respond immediately when contacted by the BBC.
